The seals on the picture are the permanent residents of the Mar de Plata port. I am not even sure they are seals or sea-lions or sea-elephants. What difference does it make anyway? To a dog they are just big creatures that are very slow on land and this comes in handy when you try to steal their food as my fellow dog is doing in this picture.
Mom didn't know about the exact species, nor did she care, either. All she could see was animals who, despite being well-fed, were covered in oil and had several open wounds. At the time this made her sad, but now, in light of the new oil-spill catastrophe, those seals don't look that bad. It's all a matter of perspective, after all, in this ridiculous world of humans.
They reside on a wide sidewalk which is barred to humans by a tiny sign. Dogs, obviously, do not obey to signs created for humans. As you can see in the picture and the following video, not only do they profit of the seals' presence to get food, but they also feel entitled to bully seals around, and to play gatekeepers of the sidewalk:
